Guardrails

Technical notes
| Anonymous users only reach public surfaces. Most product flows still hit an auth gate before runtime limits matter. |
| Anonymous soft reset counters exist, but the current public /forecast/day and hub overview flow do not consume them like authenticated runtime. |
| If an anonymous request asks for the PRO tier, backend forces the selection back down to the default tier. |
| Voice runs behind its own service limit. Paid pack offers add an extra pack balance for voice on top of that service-level protection. |
